Last June with backing by then-Interim Ector County Independent School District Superintendent H.T. Sanchez, the Odessa Housing Finance Corporation was leading discussions with ECISD, Medical Center Hospital and Texas Tech University Health Sciences Center to join forces to share in a $27 million, 234-unit luxury apartment building that would have been located in the downtown area. ECISD announced the project was not moving forward in early May.
