El Paso is on its way to having its own health sciences university with its own local president -- something local leaders have sought for decades. The Texas Tech University System Board of Regents on Friday voted to begin the process of establishing a health sciences university in El Paso that would be a part of the Texas Tech system, but with separate leadership.
