New bill boosts public-private projects - El Paso Inc.

A new Texas law could help local officials fund ambitious public projects in El Paso, like a proposed Downtown arena or a third building at Texas Tech's fledgling med school here.

Officials with Texas Tech's Paul L. Foster School of Medicine and the city of El Paso could not say how public-private partnerships might benefit local projects because they were not familiar with the new law. They did say that their legal staffs are now reviewing its implications.
