A new Texas law could help local officials fund ambitious public projects in El Paso, like a proposed Downtown arena or a third building at Texas Tech's fledgling med school here. ... Officials with Texas Tech's Paul L. Foster School of Medicine and the city of El Paso could not say how public-private partnerships might benefit local projects because they were not familiar with the new law.
