Its ad-hoc committee, consisting of Dr. Michael Escamilla, chairman of the department of psychiatry at Texas Tech University Health Sciences Research Center, R. Jacob Cintron, CEO of Del Sol Medical Center and county Commissioner Anna Perez, is looking for a way to open a psychiatric emergency room in El Paso.
